Residents of Southwest Arkansas awoke on President's Day to a winter wonderland. Ice coated trees and plants above the ground. The roads appeared to have little ice but some rural areas east of Hope and around Emmett suffered power outages. Most of the worst was over by mid day but a slight chance of light snow could come in the evening.
